The check is deterministic: a regular expression finds the citation and a direct lookup hits the official index. The same number always gives the same answer.
Tells apart what matters
A revoked súmula, one with suspended effects or one declared unconstitutional is not the same as a number that never existed — and citing a revoked one as binding is the costliest mistake.
Stays quiet when unsure
A statute outside the base raises no alert. A checker that cries wolf is worse than no checker.
